Discussion of changes to the rules for termination of pregnancy requires a precise distinction between the stages of the legislative procedure. A vote by one chamber does not mean that the new provisions have already entered into force: subsequent decisions and official publication of the law are necessary.

These grounds do not mean a general authorization of the procedure without taking into account the established conditions.
