Heat-cost allocation versus a penalty
The source story describes a heating adjustment as a fine. The verified account of that case distinguishes a settlement from a penalty: it concerned cost allocation in a block of flats, not a universal PLN 500 fine for all residents of Poland.
Poland’s Central Office of Measures explains that a radiator cost allocator does not measure all energy delivered to a flat. Its readings, used within an allocation system, help divide the cost of heat delivered to the building.
A closed radiator therefore does not by itself establish exemption from shared costs. To check an adjustment, ask the building manager for the calculation and applicable rules. An amount charged in another case does not establish a tariff or liability for your flat.
