Defence plans and landowner agreements
On 28 October 2026, Estonia’s parliament published Defence Minister Martin Herem’s response about plans in Ida-Viru county. Around 150 bunkers are envisaged there as part of the Baltic Defence Line.
About 100 sites would be on state land and around 50 on municipal or private plots. The latter require agreements with owners; the minister listed compensation, leasing and land purchase as possible options.
The response did not announce a broad purchase of the entire strip along the Narva River. It describes plans and implementation conditions rather than completed fortifications. The announcement itself does not establish a date or inevitability of an attack.
