What the published correspondence establishes

On 28 October 2026, Silesian regional authorities published the substance of Maksym Kozytskyi’s reply to Marshal Wojciech Saługa. The head of Lviv’s administration said the regional council’s resolution commemorating the UPA in 2027 had not been signed or entered into force.

The correspondence followed Polish objections to commemorating the UPA. In his response, Kozytskyi stressed good-neighbourly relations and the need to consider Ukraine’s foreign-policy interests.

An unsigned resolution, its entry into force and its final repeal are different states. The verified letter records the position at the time of the response and does not itself establish that the council repealed the resolution. Its subsequent status requires a separate document.
