Verified developments and the parties’ positions
Poland’s dispute over the leadership of the Constitutional Tribunal continues. In a statement dated 31 October 2026, President Karol Nawrocki announced urgent consultations with parliamentary forces. He described the events as a breach of the constitutional order. That is the president’s assessment, rather than a legal finding by this publication.
The same day, Prime Minister Donald Tusk delivered an address presenting the government’s actions as restoring the rule of law. The government and the president disagree; statements by one side do not establish whether the other side acted lawfully or unlawfully.
Deputy Prime Minister Władysław Kosiniak-Kamysz renewed his proposal for a constitutional reset, which he says should restore confidence in the Tribunal and judicial independence. The announcement itself does not mean that constitutional amendments have been passed or the court’s membership changed.
Readers should distinguish a political proposal, an operative legal instrument and a dispute over its application. The statements checked for this report do not establish that the conflict has ended. This account concerns 30–31 October; subsequent decisions require separate verification.
